Jeff

Jeff serves as the Chief Executive Officer of Volunteers of America Northern Rockies (VOANR). He joined the organization in August 2001. Under his leadership, VOANR has grown from a revenue base of one million dollars to one that today exceeds $40 Million in services. He leads a professional staff of more than 475 individuals in Wyoming, Montana and Western South Dakota. Under Jeff's leadership the organization continues to remain focused on the impact of its mission. His professional passion is building organizations through empowered leadership that embraces a social entrepreneurial spirit through the passionate delivery of human services. Personal interests are spending time with family and enjoying outdoor activities such as bird hunting and fishing.

Heath Steel

Chief Operations Officer

Heath

Heath has been with the organization since 2002. In his current capacity he leads the organization’s program service delivery and directs the day-to-day operations through a team of professionals charged with delivering excellent individualized care to those served across a large geographic region. Heath has attended numerous leadership seminars and summits and is a graduate of the Executive Development Program through Notre Dame. When not working, Heath is either outdoors or focused on intentional family time, he is a fourth generation Wyoming native.

Doug Cherry

Chief Financial Officer

Doug started his career in financial services with Citi Bank where he gained a broad range of business and financial acumen. He spent years working in Higher Education. Where he taught Finance, Money Management, and Economics, was the Director of multiple business departments and finally served as a Vice President and CFO. Doug loves fishing, big game hunting, traditional archery and being active in his church. Doug and his wife have been together for over 20 years and have 7 children. His faith and family are the center of his life and he is grateful to serve as the CFO for a faith based, entrepreneurial minded, organization.

Karl E. Cline

Chief Development Officer

Karl has been in the mental health and human services field for 30 years. He joined VOANR in March of 2021 and oversees Fundraising, Communications and Business Development. Karl and his wife have been married 39 years and have three children. He enjoys art, music, football and DIY projects around the house.

Courtney Green

CHIEF ADMINISTRATIVE OFFICER

Courtney has been with the organization since 2015. She started in the Operations department and has since transitioned into the role of Chief Administrative Officer, where she oversees Human Resources, Recruitment, Leadership Development, Culture, and Facilities. Courtney is a certified human resource professional who is passionate about employee personal and professional development. She strives to make Volunteers of America an employer of choice in the human services space. Courtney enjoys walking, hiking, camping, reading, and spending time with friends and family.

Aimee Foster

Aimee joined VOANR in 2021, and has been a Licensed Clinical Psychologist for 10 years. She previously managed hospital based behavioral health programs. Aimee is also a governor appointed member of the Wyoming Board of Psychology. In her current role, Aimee oversees all program operations across the organization. She aims to increase access to quality services for all people. Aimee recently welcomed her first child. In her free time, she enjoys spending time outdoors with her husband and dogs, crafting, and running.

Rebekah Law

Rebekah serves as the Chief of Staff, overseeing the development of organizational culture, ministry, and strategy. She also leads board development and recruitment efforts alongside the CEO. Since joining the organization in 2016, Rebekah has become certified in human capital coaching and group facilitation. She uses these skills to navigate change management and strategic planning. Rebekah and her husband have one son and enjoy spending time with their family.

We lead others by serving them, putting others before ourselves, taking time to listen to their needs, and helping where we can.

Servant Leadership

Vice President of Finance
Jona Horner is a graduate of the University of Mary in Bismarck, North Dakota. She joined Volunteers of America in January of 2012 with extensive experience as a financial leader and manager. She served for ten years as Finance Director prior to her current role as Vice President of Finance, where she oversees all aspects of finance, accounting and budgeting, and grant and contract administration. She treasures time spent with her husband and family, and enjoys golf, photography, and cooking for family and friends.

Vice President of IT & Compliance
Kelly Buckingham started with VOANR as a clinician at the Gathering Place in 2007, and has had several different roles during her time here. She served as the Senior Director of Behavioral Health for almost nine years, before accepting her current role. Kelly serves to ensure the organization is in line with both internal and external compliance issues, is passionate about technology, and is skilled at staying ahead of the curve and keeping programs relevant to the changing world around us. She enjoys spending time with her family, trying new recipes in the kitchen, catching up on the latest novel and spending time outdoors.

Vice President of Residential Services
Susie Arnold holds a Master’s degree in Education Psychology and Counseling. She joined Volunteers of America in 2014 as our Senior Leader of Youth Services and Homeless Outreach Programs, a role she performed with excellence and compassion for seven years. In her current position, she brings the same excellence and compassion to ensuring that residential programs across the organization are providing the progressive and holistic care our clients deserve. In her free time, she enjoys spending time with her family, her two dogs, and at her family cabin in the Big Horn mountains; hiking, biking, horseback riding, fishing, and enjoying everything else the Big Horns have to offer.

Vice President of Revenue Cycle Management
Tanya O’Dell joined Volunteers of America in July of 2011 and has served in many different roles during her time here. She served as Senior Director of Support Services, Administrative Roles, and Medical Practice Manager prior to her current role as Vice President of Revenue Cycle Management, where she oversees front-end and back-end processes for billing. She is ensures the organizational mission and values are delivered every day in the work her team completes. She enjoys spending time with family, reading, kayaking, hiking, gardening, cooking and paper crafting.
